The Dubai Festivals and Retail Establishment (DFRE) is responsible for developing Dubai’s retail and festival sectors and supporting the positioning of Dubai as a world-class tourism destination with year-round family entertainment, shopping and events.
As mandated by the Dubai Government Law No 3 issued in 2013, Dubai Festivals & Retail Establishment serves as the sole entity authorised to issue promotion Certificates of Participation which are focused at consumers of goods and/or services offered by retailers, to stimulate purchase of such goods and/or services through offering an incentive within a limited time frame.
Any promotions by manufacturers, distributors or wholesalers targeted directly at consumers are considered consumer sales promotions and are covered by the Executive Resolution.
The festivals team uses the strategic development of our festivals calendar to conceptualise, organise and continuously improve the festivals and events that feature in Dubai’s busy events calendar. Ultimately, the goal is to attract more tourists from all over the world and help the sector have a greater economic impact.
The retail team facilitates investment and development to make sure Dubai remains competitive in this sector, and also actively leverages and promotes events to encourage greater spending
